SECTION 1 DEFINITIONS

Subject A: COMMITTEE
A1. Responsible for administration of the league.
Subject B: OFFICIAL
B1. Person on the court to administer the official rules of play. Also includes committee and staff.
Subject C: TEAM CAPTAIN
C1. Person designated as team spokesman (may be a player or non-player)
Subject D: INDIVIDUAL
D1. Team captain, manager, coach, player, fan or spectator.
Subject E: CONTEST AREA
E1. The playing court and surrounding area

SECTION 2 IMPLEMENTATION PROCEDURES

Subject A: EJECTION
A1. Any player(s) ejected from a game may be asked to leave the playing area immediately or will receive an automatic one game suspension.
A2. Any player who is ejected for the second time in a season will be ineligible to participate for the remainder of the season.
A3. Any team captain/player(s) who receives two (2) technical fouls against them will be ejected from the game.
NOTE: The committee or game official may suspend a player from a current game. When requested, a suspended player must remove himself immediately from the contest area. If a suspended player does not leave the contest area, then the team captain and members are responsible for the removal. The committee or game official will provide a “two minute clause” where at some point a player will be allowed two minutes to leave the contest area. If the time limit is not met, the contest will be forfeited to the opponent. A suspended player may remain in the gym only if they remain orderly and this is within the game official discretion. If there are additional outbursts or threats, the player will be asked to leave the gym. Police assistance may be requested. Failure to leave will cause the team to forfeit.
Subject B: SUSPENSION
B1. Depending on the incident and upon review, FilCom reserves the right to determine the length of the suspension. Each incident will be reviewed and the team captain will be informed of the decision within a reasonable length of time.
B2. A suspended player who plays a game(s) during the suspension shall cause their team to forfeit.
B3. Any player suspended from a league game will sit out for the remainder of the league.
NOTE: Players suspended from a game will be automatically suspended from the next scheduled game. The committee shall be responsible for suspending players for more than one game. The committee shall be responsible for suspending players from further league play. Players removed from further league play cannot be replaced on the roster. Repeated violations may jeopardize post season participation by the individual or team. The severity of the infraction will determine the penalty and maximum penalties may involve more than one season. Each incident will be reviewed and the team captain will be informed of the decision within a reasonable length of time.

SECTION 3 CONDUCT
Good sportsmanship should be stressed at all times. Profanity will not be tolerated; guilty parties will be ejected from the game. The committees and/or game official will have the power to eject a player or spectator and forfeit a game without warning for any conduct deemed unsportsmanlike or detrimental to the game.  Any participant assaulting game official or committee will be automatically suspended for the current season and the incident may result in legal action. Threats to an official or committee will result in multiple game suspensions. Any comments such as "I will take care of you later” or "I'll meet you in the parking lot" will be considered as threats and will be taken seriously. When players are listed on a team's roster, it is understood that the team captain will notify them of all rules and regulations including the Sports Code of Conduct.

Subject A: PHYSICAL CONTACT MISCONDUCT
A1. No Individual Shall At Any Time:
A1a. Strike, shove, threaten, or lay a hand upon a game official, player or spectator.
A1b. Use unnecessarily rough tactics during the course of a game.
A1c. Threaten a game official, committee, player, or spectator with future violence such as, "I will take care of you later," or "I'll meet you in the parking lot”. Assault charges may be filed for the above examples of misconduct.
Subject B: VERBAL AND VISUAL MISCONDUCT
B1. No Individual Shall:
B1a. Engage in an abusive, verbal attack upon any official or individual on or off the contest area.
B1b. Use trash talk, profanity, obscene, or vulgar language, under any circumstances, on or off the contest area.
B1c. Engage in an objectionable demonstration of dissent or unsportsmanlike conduct such as throwing equipment or any other forceful action.
B1d. Contend the decisions of an official, except the team captain.
Subject C: GENERAL MISCONDUCT
C1. No Individual Shall:
C1a. Carry any type of weapons. Authority will be informed immediately if participant is found with any type of weapons.
C1b. Refuse to abide by game officials and committee decision.
C1c. Appear in the contest area under the influence of alcohol or drugs.
C1d. Consume alcoholic beverages while the team is participating in a game or in the contest area.

SECTION 4 CONSEQUENCES / PUNISHMENTS

Subject A: MINIMUM CONSEQUENCES
A1. Verbal warning by the official or committee.
Subject B: AVERAGE CONSQUENCES
B1. Suspension from the current game and any subsequent games on the same day.
B2. Official may call the game and award a forfeit victory to the opponent.
B3. Committee may suspend the individual/team from between one additional game and from further league play.
Subject C: MAXIMUM CONSEQUENCES
C1. Committee will determine consequences upon completion of review.

 

SECTION 1 TEAM ROSTER

Subject A: PARTICIPANT
A1. Team captain must be 25 years of age and above.
A2. All players must be at least 18 years of age and above to participate.
Subject B: ROSTER
B1. Team roster must meet all the requirements as well as the players on the team roster in order to be eligible in the league.
B2. Players who attended the FILCOM ’s open gym/tryouts are the only players eligible to play in the league. No exceptions allowed.
B3. Team rosters must be submitted on or before the first game of the league.
B4. All team roster revision requires must be done on or before the start of the league.
B5. Team rosters will be frozen once the league started.
Subject C: FORMATION
C1. Teams
C1a. All players may choose to leave their current teams and join another team without permission but Team Captain must be informed.

SECTION 2 LEAGUE DIVISION

Subject A: OPEN DIVISION                                                                                                                                   
A1. Team rosters may contain a minimum of eight (8) and maximum of thirteen (13) players including the team captain.
A1a. Three (3) players – 6’0” to 6’6”
A1b. Ten (10) players – 5’11” and under
Subject B: 6’0” and UNDER DIVISION
B1. Team rosters may contain a minimum of eight (8) and maximum of thirteen (13) players including the team captain.
B1a. All players must be 6’0” flat
Subject C: 30 and OVER DIVISION
C1. Team rosters may contain a minimum of eight (8) and maximum of thirteen (13) players including the team captain.
C1a. Three (3) players – 6’0” to 6’6”         
C1b. Ten (10) players – 5’11” and under
NOTE: All league requirements, game rules & regulations, will apply to all divisions. 6’0” and under league must be 6’0” flat.


SECTION 3 CONTRACTS

Subject A: CC&RR
A1. Team captain must be knowledgeable with the CC&RR (Code of Conduct / Rules and Regulations)
A1a. Team captain is responsible for explaining CC&RR to participants.
A1b. Team captain is responsible to issue corrective actions to participants whom violated CC&RR.
Subject B: WAIVER
B1. Team captain and all participants must read and sign all waivers.
B1a. Team captain is responsible for explaining contracts and waivers to participants.
B1b. Participant will not be able to play if waivers are not sign.
Subject C: INSURANCE
C1. Filipino-American Community Basketball Association does not provide individual accident insurance for its participants. Each player is responsible for his own medical insurance coverage. FilCom urges all captains and players that in case of an accident/injury situation, it is their responsibility to report the incident to the game official or committee immediately so that appropriate measures may be taken.

SECTION 4 ELIGIBILITY

Subject A: PLAYER
A1. Player may participate on only one (1) team per season. Any player found on more than the legal number of teams will be considered ineligible and automatically dropped from the season.
A2. Player whose eligibility has been challenged must present the committee with a valid California Driver's License or other form of photo identification showing their age and nationality. If unable to produce acceptable valid identification, player will be considered ineligible and not allowed to participate
Subject B: COMPLAINANT                                        
B1. All captains and committee may challenge the eligibility of any player(s).
B2. Protests on roster eligibility must be made one week prior to the game. Failure to do so, the record will stay as it is but correction will be enforced in future games.
B3. Committee will obtain documents and will conduct periodic roster check.

SECTION 5 UNIFORM / JERSEY

Subject A: MOTIF
A1. All teams must have matching jerseys.
Subject B: NUMBER
B1. All teams must have commercially printed or stenciled numbers on the back or front.
B2. Jersey numbers may not be more than two (2) digits and may not be duplicated.
B3. Numbered jerseys will be required for the first regular season game.
Subject C: APPROPRIATION
C1. Players will not be allowed to play in a game without a proper uniform or jersey.
C2. Forfeiture will result due to improper uniform.

 

RULE 1 GAME OFFICIALS

There will be two (2) accredited referees and if needed, a basketball athlete referee.

RULE 2 OFFICIAL TABLE

Game officials, committee, and assigned staff are the only person allowed in official table. In case of protest situation, the team captain or the assistant team captain are the ONLY participants allowed in the table. Undesignated participant will be given a warning and a technical foul. Team captain or the assistant team captain must assign a designated person to coach the team when they are not present.

RULE 3 PLAYING TIME

There will be two halves. Each half will be 20 minutes in duration with running time. The clock will be stopped at the last 1 (one) minute of the first half and last two (2) minutes of the second half. If the team is ahead by ten (10) points or more at the last two (2) minutes, the clock will not stop. At the last five (5) minutes of 2nd Half, if the team is ahead by thirty-five (35) points or more, there will be no shot clock and the clock will not stop during timeout or technical foul.

RULE 4 TIME OUTS

Each team is entitled to four (4) 30 seconds time outs throughout the whole game and the clock will be stopped. Time-outs do not carry over in overtime. Only one (1) time-out provided in overtime. The referee has the power to stop the clock at his discretion when there is an unusual situation that warrants a delay. Any player receiving a technical foul will automatically have a team time-out taken; if not available it will be an official’s time-out for the technical.

RULE 5 HALFTIME

Halftime will be five (5) minutes in duration unless running behind schedule, it would be two (2) or three (3) minutes. This will apply during “warm-ups” as well.

RULE 6 TIE GAME

Subject A: REGULAR GAME
A1. In case of a tie game, there will be a running three (3) minutes overtime starting with a jump ball. Only double overtime is allowed. If double overtime ends in a tie game, it is then recorded as a tie. Clock will be stopped in the last one (1) minute of overtime.
Subject B: PLAYOFF GAME
B1. In case of a tie game, there will be a running three (3) minutes overtime starting with a jump ball. Clock will be stopped in the last one (1) minute overtime. The game will continue until one team prevails
.

RULE 7 GAME AND FORFEIT TIME

A team must have a minimum of four (4) players to start the game. Line-up must be turned in to the scorekeeper at least five (5) minutes before the game begins. A ten (10) minutes grace period will be given to all game times. The five (5) minutes warm-up is part of the ten (10) minutes grace period. The ten (10) minutes will come out of the first half game time. The team with enough players will be given two (2) points for every minute that the opposing team is short of player(s). The game clock will start and wind down ten (10) minutes. If a team's players show up within the grace period, they will begin at whatever time is on the clock. The committee’s watch will be the official clock in establishing a forfeit time. Any team accumulating one (1) forfeit during a season may not be invited back to the following season; two (2) forfeits and a team can be dropped from the league.

RULE 8 PROTEST

Subject A: CONSIDERATION
A1. Only protests regarding ineligible player(s) or rule interpretations will be accepted and considered valid.
A2. Protests involving the judgment of an official will not be given consideration.
Subject B: PETITIONER
B1. The team captain is the only participant allowed to file a protest.
B2. The team captain must submit intention of protest one week prior to the game. Team Captain must immediately inform the game official when the ongoing protest have not been resolve or finalize.
B3. The committees and official will confer if necessary.
Subject C: JUDGMENT
C1. All decisions rendered by the committee or game official are FINAL.
C2. The team captain then has the option of filing a written protest.
C3. In all protest situations, the game will continue from the point of protest.

RULE 9 SHOT CLOCK

Twenty-five (25) seconds shot clock per possession will be in effect at the last five (5) minutes of each halves.

RULE 10 FOUL SHOT

Foul shots will be taken during the entire game and in overtime. Each player will be entitled to five (5) personal fouls.
Fouls will be penalized as follows:
Subject A: INDIVIDUAL FOULS
A1. Shooting Fouls Made – two (2) or three (3) points, Offensive team shoots one (1) foul shot.
A2. Shooting Fouls Missed – Offensive team shoots two (2) or three (3) foul shots.
A3. Common Fouls - receive the ball out of bounds.
Subject B: PENALTY FOULS                                                         
B1. Eighth (8th) team fouls in each half - shoot one and one. Play ball on the 1st free throw attempt.
B2. Eleventh (11th) team fouls - shoot 2 foul shots
B3. Team will have an option to inbound the ball and keep playing. This is called “waive” and each team is only entitled to waive twice (2x).
Subject C: FLAGRANT FOULS
C2. Intentional fouls will shoot two (2) foul shots plus the ball out of bounds.
C2. Technical fouls will shoot two (2) foul shots plus the ball out of bounds. (This will also count as a personal foul for the offending player). Player must sit two (2) minutes of running clock time (game clock) before re-entering the game.
NOTE: Official’s timeout if the offending team doesn’t have any time-outs left. Two (2) technical fouls (for sportsmanship) on any one team will result in a forfeit for the offending team.

RULE 11 FREE THROW

Only six (6) players allowed on the lane during free throw (Three (3) players from each team including shooter).
Subject A: The five (5) players on the lane can cross the line after the free throw shooter releases the ball.
Subject B: The free throw shooter cannot cross the free throw line until the ball hits the rim.
Subject C: The other four (4) players must be behind the free throw shooter and cannot cross until the ball hits the rim.

RULE 12 SUBSTITUTION

Free substitution is permitted while the ball is NOT IN PLAY. The substitute MUST report to the official table and wait in the substitution box before entering the game. The signal is when referee blows the whistle or official table press the buzzer. Failure to report at the official table will delay entry. Illegal substitution will cost the substituting team a technical foul.

RULE 13 INJURY SHOOTER REPLACEMENT

In the event of where a player is fouled and injured himself, the team captain of the opponent will choose from the four (4) players who are currently on the floor/court and not from the bench.

RULE 14 JERSEY / UNIFORM

All players MUST tuck in jersey/uniform at all times. Any player who violates this rule will receive a technical foul and possible suspension of one (1) game if done constantly.

RULE 15 JUMP BALL

When the referee calls for a jump ball, the two (2) players whom last touched the game ball must jump for the ball. Players on the court must take their position immediately. The jump ball will be on the center of the court or on the free throw line. Referee can call for a technical foul against the team that is delaying the game.

RULE 16 GAME BASKETBALL

Basketball will be furnished by the FILCOM for games only. All teams must have their own basketball for warm-ups.

RULE 17 ACCESSORIES

No jewelries or rubber band will be allowed during the game. A technical foul and possession will be awarded to the opponent.

RULE 18 DUNK

Absolutely, NO dunking is allowed – this includes warm-ups and this rule is in effect BEFORE, DURING and AFTER the game. Any player who deliberately holds on to the rim or dunks the ball will receive a technical foul. The player will be responsible for any damages and may be ejected from the game, one (1) game suspension and banned from the league on 2nd offense.

RULE 19 BENCH

Only players are allowed in the player’s bench with the exception of the coach or sponsor. All spectators, fans or family are not allowed to sit with the players. They must sit on the opposite side of the court.

RULE 20 RULE BOOK

High school rule applies except on modifications mention above. In the event of any rule questions, the committees shall have the authority to institute new rules or to change old rules, to maintain a continuity of the overall sports program and justification of the rules shall be final.
